It's a permission-related error. Set write permissions for web user to the folder templates_c.
To set permissions in Windows:
- right-click on your folder, go to Properties -> Security
- add user named UISR_<machine name> (if don't exists)
- and assign Full Permissions for this user.
- Then click OK.
